In negotiating the terms and conditions of employment for employees, the union and the employer would normally base their discussions on a draft CA. Where the parties have an existing CA which will be expiring soon and are discussing their next CA, they will normally review and, where necessary, propose changes to the terms in their current CA. To facilitate the discussions and preparation of the next CA, the IAC will send the parties a softcopy of their current CA (the Approved Softcopy of Collective Agreement, or ASCA) at least 6 months before expiry of the CA. After the parties have agreed on any changes to the terms of employment, they should amend the current ASCA and print a copy of the new CA for signing by the employer and union representatives.
Where the parties are discussing their first CA, they should refer to the instructions and guidelines given in this section on preparing the CA. They may also find it useful to refer to the samples of certified CAs which have been uploaded on the website. The parties are advised to submit the softcopy of the CA to IAC for vetting at email@example.com once the CA is finalised, to ensure that the format is in order. Thereafter, a copy of the CA can be printed for signing by the employer and union representatives.
