A TRIBUTE TO SINGAPORE’S 6TH & LONGEST-SERVING PRESIDENT, MR S R NATHAN



Dear Mr S R Nathan,

You were Singapore’s longest-serving President.

You were a member of the generation that helped build modern Singapore.

You had a distinguished career in the public service. In the 60s, a time when industrial unrest was rampant and pro-communist factions had infiltrated many unions, you handled tough negotiations between trade unions and employers.

We, the citizens of Singapore, salute you.

What you have done for us, as a people, will always live in our memory.

Today with much sadness, we bid you, our real people’s President, farewell, and may you rest in peace.

Appointment of Registrar, IAC

Mrs Veronica Quek, Registrar, IAC, will retire from service on 31 Aug 2014. Mr Nigel Foo, the new Registrar, will assume office with effect from 1 Sep 2014.

You are the architect of this modern, first world metropolis.

You built a cohesive, multi-racial nation.

You created the foundation for tripartism of government, employers and unions to foster strong tripartism relations underpinned by mutual trust and respect.

You established the Industrial Arbitration Court for the peaceful and just resolution of trade disputes.

We, the citizens of Singapore, salute you.

What you have done for us, as a people, will always live in our memory.

Today with much sadness, we bid you, our beloved founding father, farewell, and may you rest in peace.

Website Maintenance

Appointment of Assistant Registrar, IAC

Mr Jameson Quek has been appointed Assistant Registrar, Industrial Arbitration Court with effect from 1st April 2014. He will work alongside Mrs Woo-Yip Poh Kuen, the current Assistant Registrar, in the certification of CAs and mediation of disputes.


Change of IAC's email address

Please note that IAC's new email address has been changed to iac_enquiry@iac.gov.sg. Persons sending emails to IAC should use the new address with immediate effect.

Checklist for Collective Agreement

A checklist setting out the main requirements for a Collective Agreement to be certified by the IAC is now available on the IAC website - "HomePage" as well as in "Preparing a CA" under "Collective Agreements". Parties are advised to work through the list diligently to avoid the need to amend the CA after sumbission to IAC.

Appointment of Deputy President, IAC

The President of the Republic of Singapore has appointed Mr See Kee Oon, Chief District Judge, to be the Deputy President of the Industrial Arbitration Court for a period of one year, with effect from 15 January 2014.

Improvement to CA Filing Process

Arising from our internal review and taking into account feedback received, the Court has implemented some changes to make the CA filing process smoother and more efficient. The changes include sending out the approved softcopy of the CA (ASCA) to the employer, in addition to the union, 3 months before the expiry of the CA and highlighting IAC's requirements and the common mistakes made in recent CAs filed with IAC.

IAC has also sharpened its approach in vetting CAs for certification. IAC will focus on compliance with the Industrial Relations Act and other labour laws, compliance with requirements for a legally binding document and IAC's administrative requirements, and ensuring that the CA is complete. The material on this website relating to preparation of CAs for certification, including the "CA Guide", has been updated accordingly.

New and Revised Sample Clauses

Sample clauses have been given for two new categories of benefits viz paternity leave and shared parental leave, which are now provided for under the Child Development Co-Savings Act. As childcare leave has also been extended under the Act, the sample clauses on childcare leave have been revised accordingly.


Updates have also been made to sample clauses for some of the other categories of benefits covered by the labour laws.

Quick Guide to Preparing CAs

A Quick Guide to preparing CAs for certification is now available in the "Home Page" as well as in "Preparing a CA" under "Collective Agreement". It outlines the main requirements for CAs and some of the mistakes that have been made in the past. By following the guide, parties will minimise the likelihood of having to amend the CA after submitting it to IAC.

Updated CA Questionnaires

The Court has updated the CA Questionnaires in line with its latest requirements. The completed CA Questionnaire is to be submitted at the same time that the signed hardcopy of the CA is lodged with IAC for certification. Please call 63324220 if you need assistance in completing the CA questionnaire for all employers or CA questionnaire for SMOU/SOS.
